Placing a cache in another country

If a user places a physical cache in another country than that of the node, how can we ensure that the container does not violate any local laws?

Would it be too much of a limitation to block registration of caches on the wrong node? An example: To block registration of a cache on opencaching.se when the physical container is in Germany?

And the extreme case, would it be too much of a limitation to block registration of caches in other countries than what the node encompasses? An example: If opencaching.se has term of use for Sweden and Norway, only those countries can chosen when placing a cache? How to handle new countries?

Well, i dont know how it is at the other opencaching sites.
But here in germany we dont have real problems with caches placed outside germany.

The users choose the right node theirself.
So - at the moment - i think we dont need to block such registrations.

My suggestion:

1. Show a notice to the user that it would be good to register the cache at the correct opencaching site. E.g. when a users registers a cache at oc.de, but the cache is placed in sweden, we can show a warning and recommend to register the cache at oc.se.

2. If real problems arise like your example with illegal placements and circumvent the regulation by registering the cache in a foreign country, we will block registrations for specific countries.

At OCUS, we restrict what countries we will list. We allow the US and its territories, Canada and Mexico.

Well I think that there are several problems which might be upcoming when giving users the chance to login simutaneously at several nodes. The problem of maintenance of caches in a country where you are on holidays is as well of relevance because some cachers tend to forget about their duty of maintenance.

Why not make a limit by distance? Let say something like 300-500 km from your home coordinates.
Let me explain myself.
I do live in the Netherlands and two times a month i travel to my caravan in Belgium (268 km) and from there it is only 40 km to Luxembourg and the same distance to Germany so i can do a lot of maintenance.
In the distance of 300-500 km you can make physical caches and over that distance you can only make virtual caches.
I do not know if this is possible but this would be a small suggestion.

At geocaching.su, there is no such a limit. Most of my caches are ~2000 km from my (current) home, in my hometown (I visit it every year).

At opencaching.su (not yet open), I would like to limit caches by Russia and other ex-USSR countries.
